When you're trying to stock your pantry and can afford it, it's always better to buy in bulk. Not only do you get a better price, but most times you have extra. I understand not everyone can afford to buy bulk, or do you have enough to pay for club memberships. Check around online, sometimes clubs or a friend can take you. Here is a link to around 800 pantry items I either have or will be adding. This list is ever-evolving, so please make it your own.

For my area in. Central Florida, I can shop at BJ Warehouse and Costco with my Instacart membership and I do not have to pay for membership. The prices are slightly higher, but I do not have to fight the crowds or carry a membership. Here are some online resources I use to fill my pantry for goods. If I want to buy organic foods, for example from Bob's Red Mill, sometimes I will check their site, often shipping is free and you can get a better price on foods.
